When i`ve installed WinXP Rus - it was all ok with decoding
When i have to install WinXP Eng - "Following unknown unicode characters were found and replaced by '-'"
Why it works fine in Rus XP, and dont wont to work in Eng? (all regional and language options is set to "Russian")
I have the same problem in UTF-8 Coding problem,
Is there anyway to bypass it? and can get the contect?

That doesn't make any sense. "Conversion" of the characters is system independent (meaning, I don't use any libraries of any sort for that). It's just a simple lookup table, with fallback to '-'. At least at the moment.

Sorry, but, there any fix with this problem?

What problem ? There's no problem. When you have a car, that fact it's unable to fly is not a problem. It's a lack of feature.
